Terran Overlord Government

Based upon the governing principles of ancient Rome, the vast Terran Overlord Government (TOG) has been aggressively expanding in its goal to gain total domination over the entire galaxy through military conquest.

The only civilizations still outside their control are the remnants of several alien cultures, and the Commonwealth, a small corner of the galaxy, supported by renegade legions who have turned against their former masters.

Organization

Naval organization is based on the Titan squadron. This force is powerful enough to handle most missions and serves as the basic building block for larger formations. The typical squadron is made up of a single titan acting as the flagship, a single superdreadnaught, two dreadnaughts, four battleships or battlecruisers, and a single squadron of escorts.

A reinforced squadron adds a second superdreadnaught or a third dreadnaught or both, at the expense of the escorts. Carriers are usually assigned to squadrons on a mission basis, but there are many traditional squadron-carrier combinations.

Shiva

The Shiva, a fine example of TOGs efficient new designs, combines all of the standard weapon systems found on the most powerful ships in the fleet. The main primary power comes from four 100-gun side mounted particle beam batteries. This array of guns gives excellent broadside power but leaves the fore and aft areas weak. This enormous ships offensive power is rounded out by a massive size 5 mass driver, fighter flights, and numerous missile packs.

Syracuse

The Syracuse is considered a weak design. Meant to mount powerful primaries on the smallest hull possible, it has no fore or aft beam power and limited secondaries for its size. With 6 flights of fighters it has a respectable strike force, but has only a size 2 mass driver and 2 missile packs to round out its offensive power. As part of a battleline it holds up well, but when operating alone it can find itself in trouble.

Bantha

With a well rounded complement of weapons and capabilities, including a size 2 mass driver but no missile packs, the Bantha can provide fleet support or perform independent missions.

Fulgur

The Fulgur was designed to do many jobs and as a result does none of them well. Armed with two efffective primary batteries, the Fulgur can inflict significant damage at extended range. Complementing this is a single missile pack, a small mass driver, 2 fighter flights, and weak secondary batteries for its size. The Fulgur is produced mostly for use as a plantetary guard vessel.

Serpens

The Serpens usually acts as an anti-fighter platform or as a close attack ship. With its limited primaries and heavy secondaries, this ship either stays close to bigger ships to provide extra fighter defense, or closes with the enemy quickly for point blank attacks. Its weaponry is rounded out with a small mass driver, a missile pack, and 2 fighter flights.

Xerxes

This medium carrier transports a full Group of fighters into battle. The Xerxes is a nimble ship and much more maneuverable than most other carriers. It uses its speed to keep out of trouble when deploying and recovering its fighters. Carrying a full Fighter Group and their support equipment does not leave room for much else, having weak secondaries and no mass drivers or missile packs. This class contains a slower variant, with standard thrust of 2 (36 pts).

Cingulum

The Cingulum is the most common TOG frigate in service. They are traditionally assigned to escort small interstellar convoys or to provide courier service in border areas. Operating alone or in pairs, a typical mission might call for a deep penetration of Commonwealth space to pick up agents or to transport high officials who wish to travel without attracting attention. Operating in squadrons, they make deadly close attack ships.

Fighters

TOG uses a wide selection of fighter types, some which are shown below. The only type not used is the torpedo bomber.

Note: the Verutum is a non standard fighter design (in fact it's a lemon). It has a weak DF and slow movement, and should only be used in scenarios designed specially for its inclusion.

Conversion Notes

Converting the enormous Leviatan ships was more difficult than I expected. Originally I had intended to convert the mass figures given in the books to a number of hull boxes, and calculate the weapon factors from that. Unfortunately the masses given did not seem to follow any logical pattern. Then I considered using the box counters included in the game to calculate mass, but this also failed to give consistant designs. Nothing left, but to do it the hard way. Using the weapon factors given in the original rules I 'reverse engineered' the ships.

One problem was the Leviathan ships were so BIG. Even ships labelled 'destroyers' were big enough to be titans. I knew I would have to decrease them in size a bit, but not so much they would lose their 'leviathan' feel. Plus they normally had two types of special weapons.

Leviathan rules have many different types of beam batteries, each with different strengths and ranges. I split them up into three main types, heavy - max range 10 to 20 hexes, medium - max range 5 to 10 hexes, light - max range up to 5 hexes. For my calculations I used the strengths given at range 1. All heavy strengths in a given arc were added together to make the primaries. Light strengths became the secondaries. Half the medium strengths were added to primaries and half to secondaries. This resulted in ships far too big, so I divided all strengths in half. This resulted in very weak secondaries. Since Leviathan rules allow you to fire at fighters with primaries, I decided to include 10% of the heavy values in the secondary power, and only 90% for primaries. This finally gave reasonable strengths for the beam weapons. Since the beam power was divided in half I did the same with the number of fighters. Leviathan mass drivers were supposed to be more powerful than ASFOS's so I left them as is. The last conversion was their missile batteries. I decided to make them missile packs due to the way they are used in Leviathan, and decided to allow approx 1 pack per 100 pts of damage under the original rules. Once I'd finished these calculations, I 'smoothed' the numbers out a bit to make sure they were useful designs, and the result gave me the mass. When designing the carriers, I discovered I had to decrease the fighters by half again just to make them fit into their given classes.
